How to put it in simplest way... ?

Pet level damage is bugged, lover level pet can have higher damage than higher level one. All goes back to normal when pet levels up (he gets high damage bonus to balance it), however this can be frustrating for these who have really high level pets.

Is this just the issue on old instances? There is some issues with pet ascension damage, among a couple others that should be rectified on new instances

what do you mean by instances, what does it mean ?

If you're in a party, try quitting the party - the damage should be appropriate as that will bring you to an up to date server.
