It seems that if you are in a (group)challenge queue AND in a party with someone not in the queue, the challenge system assumes you're both joining, leading to one of the other players in the queue to be dropped.
I was in queue with 4 others when someone partied me, so I was host. As soon as the 6th joined, the challenge started with 5 people, dropping a random person (not the last to join). I think I created the challenge, but not 100% sure (nor if it's relevant at all). The 5 others were solo at the time the challenge started.
