This is what I think.
Idling and killing enemies is a loyalty bonus. Daily Claims is a loyalty bonus. Orbs is a loyalty bonus. Expeditions, Woodcutting, Mining. You could implement a loyalty bonus through more content instead of just a loyalty bonus multiplier.
Also another argument was that it gets slow at lvl 405 so there should be more bonuses. Well that doesn't need to be through a loyalty bonus. It could be through more interesting content that also scales with time.
