I like this idea, but with a fair bit of bias since I've been around for a lil while. I'd like to see a lot more newer players inputs on this suggestion before coming to a conclusion.
However..
If the comparison being the problem were false, then nobody would complain when bonuses are given regardless to how much the donators get. Unfortunately there is complains, and more is wanted to hinder the top players.

Overall, it will be a benefit to everyone, new, middle, and older tier players, and I do not believe it will have a negative impact on the global level spread
