I'm not able to do pet arena. The only lvl I can get into for a party is 10-45

No idea why you can't do pet arena unless its the visual bug that shows you already finished it in that case just click continue or fast track.
As far as I know the 10-45 in the party screen is a visual bug, they are actually on a different world/zone.
