I don't see a reason to change the metric used right now.
Maybe when Guild PVP is introduced there will be a new method of measuring.

Agreed , Total guild building lv is better than IOU * IOU Score not really a reliable source :|*

I would like to point out that rankings functions are not all implemented, the inspect links in both guild and rankings do not work yet.

New rankings = new score for power levels of each guild.
How this would be implemented...I have no idea
