I'm at 15-Hard. I'll hit 16 before the end of the month, but 17 is out of my reach.
17 *might* have been possible if you started as soon as the hardmode was opened and played perfectly, but even then I doubt it. For me, I'd need to essentially double my current energy/min (I'd need to double it at this moment, not even over time) in order to hit 17 by the month's end. That's obviously not happening.
I could hit 15 now (I have the energy but I'm holding off on it) and will hit 16 by month's end.
It's looking like I'm going to end with 16. 17 is a "maybe" at this point, but at least 16.

I've finally got 17 today.
I got 17 as well, and 17 should be the furthest possible to get if the event actually ends today or tomorrow.
