That means that each card drop depending on your inferno tier level you have a chance of getting 1-(what ever inferno tier you are on +1).
For me I'm on inf50 so on card drop I can get any amount from 1-51 cards, not including the 2x card drop bonus form diamond buy, or the 2x card drop, form event.
I am grinding on Inferno Mode 2,change to get cards 1-3.
plus the 2x event bonus and if you have the diamond buy one you've got your drop.
with event bonus:
2-6 is your possible card drop count.
with event and diamond buy bonus:
4-12 is your possible card drop count.
I think he means with no diamond bonus he can get 2, 4, or 6.
And with diamond bonus 4, 8, or 12. Not 10
