Guild loyalty incentive

Poll: Which system sounds best to you?
I like the PENALTY system best.
I like the INCENTIVE system best.
Either system sounds fine to me.
I don't like either system / I don't think there needs to be incentive for people to stay in guilds.
I have a better idea! (that I am posting in reply to this thread)

Interesting idea but...that sorta causes issues with top guilds having an even harder time at finding players that can keep pace whenever guild halls gets upgraded.
