I'm not sure about this but I think guilds with 10 players already in don't show in guild list even if they have increased the amount of players.
I made a new alt and checked the guild list to join my guild and couldn't find it even though we have 10/13 players, and it's set to public join. Of course I can still use the Invite option but wanted to point this out to check if it's a bug or not.
