Earlier on having 2 equal characters at a time was optimal leveling/progression strategy, also it was allowed in the spirit of if people wanted to have multiple mains, so quite a few folks have multiboxed. There's nothing wrong with people who made that decision, problem is with making sure any bonuses that can cross accounts have systems in place to limit and monitor potential abuse.
