I've reset it to zero.
Please try to provide more insight on anything that happened leading up to occurrences like this so I can assist in actually resolving the problem.
Were you in a party when you refreshed? Did you get disconnected? Were you in a party then disbanded, THEN refreshed? Did you just level up prior to refreshing?
Any details can help.

Cheers. Also in the next patch it shouldn't be possible to go negative on a level up, but i'd still like details as to the occurrence if anyone discovers them in the meantime.
