I made an optimizer for the Global Warming Event on Google Docs:

If you enter your current update levels it shows which update is most efficient in Pollution per Cost and how long it takes to get it.
The Sheet is read-only, if not everybody would enter their values.
You can make your own Copy by clicking on File-Menu and then Create Copy...
