I have Thrusters on 5/5, still it says I can upgrade for 60 expedition points.

Hi Celestar,
The cap is a server-side cap, adjustable for balancing at any time. Since 5 is not the hard cap it appears available, but it shouldn't actually allow you to go above 5 currently.
