I'm just new to this game but from what I notice is that you automatically join a chat room and stay in that room as long you're logged in.
From what I noticed is that either nobody or almost nobody is using the chat or the chat is full with people who are idle.
Seems to me you want people in a chat room who are idle so isn't it possible that as soon your idle for a certain amount of time you leave the channel and if you want you can re-enter the channel to chat again?
This way you get a chatroom where you know people are actually online and willing to chat.
