If they're in your guild they can, but otherwise people generally don't like random lowers with far less progress joining in to leech

I have nothing against players from same guild that join a party , but generally the players should be like 10-15 levels lower/higher than the party lider. For example : if the party lider is lv30 then for a lv15-20 player should be ok to join but if a new player (lv1) join the game and find a lv35-40 afk then is not ok

It was like this before, but I forgot to re-enable the open party query level limit when I released the last patch so it became completely open between any levels.
It will go back to any level below, and up to 15 levels above a player after the next patch.
