Personally I'm not really far enough in the game to be impacted by this change but I think that if there were no or less exp penalties for doing challenges, there would be a lot more people helping with them. It shouldn't be too hard to code -- if the major concern is the instancing / exp (don't want people leveling in the middle of challenges?) then either the rested exp that was already suggested, or simply have a "temporary exp" variable where the exp they would have gained gets stored that gets "transferred" to the player once they are out of a challenge. From a programming perspective I think this would be very easy.
