I believe the leaderboard should reference total exp instead of straight up level, for example right now if a player hits 100, and he's in a party with a 99 the first player will be rank 1, the second rank 2. If player 2 hits 100 before the first players levels, it will be player 2 rank 1, player 1 rank 2, even though player 1 has more exp and is further advanced in their level.

Sorry if that sounds like an insane rant, I'm not great with explaining things.

Basically order by level descending, then xp descending, as opposed to By level based on who reached it more recently?

Basically, yes. Those who reach a level AFTER someone who has the same level but more exp, shouldn't be a higher rank.
