I dont have a paypal card and i want to charge in some so can you make it link to Facebook account or something?

Paypal doesn't require a 'paypal' card. It requires a payment method of credit card or connecting your bank account. Not sure what you're asking otherwise; every portal on the planet requires a payment method that generally connects to either.
Facebook requires the same thing for payments.

well yeah but i can charge Facebook account throught card *i dont have any credit card yet* and i think they are plenty peps like me *i guess*

Hmm...What I may be able to do alternatively is set up methods of buying iou packs that offer a 1x code (Instead of just processing the item) that you can use elsewhere. Something more geared towards being able to gift to others, but in your case you could just gift it to your primary IOU account.
